Analisis Motif Bantuan Luar Negeri India Sebagai Negara Emerging Donor Terhadap Afghanistan Melalui Teori Aid Allocation Motives

Abstract: This research aims to determine the motives behind the foreign aid provided by India to Afghanistan as an emerging donor country. Even though India has been a recipient of foreign aid since 2003, India has changed its position to become a provider of significant aid. The method used in this research is descriptive qualitative. Data collection techniques used in this research include books, journals, official state documents, and information that can be obtained from the internet. This research uses Maria Andersson's Aid Allocation Motives theory to examine the motives underlying India in providing aid. The results of this research show that India's assistance to Afghanistan is not only driven by humanitarian motives, but also by economic and strategic interests. India has a long history of relations with Afghanistan, which includes support in sectors such as education, infrastructure and health. Apart from that, India's assistance to Afghanistan also aims to strengthen regional stability, strengthen bilateral relations and secure India's national interests in the region. It is hoped that these findings will provide a deeper understanding of the dynamics of foreign aid carried out by emerging donor countries and the motives behind it.

Abstrak: Penelitian ini bertujuan untuk mengetahui motif dibalik bantuan luar negeri yang diberikan oleh India kepada Afghanistan sebagai negara emerging donor. Meskipun India pernah menjadi penerima bantuan luar negeri sejak 2003, namun India telah mengubah posisinya menjadi pemberi bantuan signifikan. Metode yang digunakan dalam penelitian ini adalah deskriptif-kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini diantaranya, melalui buku, jurnal, dokumen resmi negara, dan informasi yang bisa didapatkan dari internet. Penelitian ini menggunakan teori Aid Allocation Motives dari Maria Andersson untuk mengkaji motif-motif yang mendasari India dalam memberikan bantuan tersebut. Hasil dari penelitian ini menunjukkan bahwa bantuan India kepada Afghanistan tidak hanya didorong oleh motif kemanusiaan, tetapi juga oleh kepentingan ekonomi dan strategis. India memiliki sejarah panjang dalam hubungannya dengan Afghanistan, yang mencakup dukungan di berbagai sektor seperti pendidikan, infrastruktur, dan kesehatan. Selain itu, bantuan India kepada Afghanistan juga memiliki tujuan untuk memperkuat stabilitas regional, mempererat hubungan bilateral, dan mengamankan kepentingan nasional India di kawasan tersebut. Temuan ini diharapkan dapat memberikan pemahaman lebih mendalam tentang dinamika bantuan luar negeri yang dilakukan oleh negara emerging donors serta motif-motif yang melatarbelakanginya.
